Three years have passed after the government and the Maoists signed Comprehensive Peace Accord (CPA). Though interim constitution was issued, CA election was held and Nepal was declared as a Federal Democratic Republic, not further progress has been made in the peace process. Intellectuals and civil society and home and international community raised concerns over the complete implementation of the peace accord. This shows that Nepal’s peace process is not making good progress. Political parties sign agreements but are not serious about their implementation. This has put our peace process in limbo. The management and integration of Maoist fighters is an integral part of the peace process. Likewise, the process to compensate victims, return displaced people to their homes and return seized property to rightful owners have not been completed even after three years. The monitoring of Maoist fighters has also not become effective and the fighters are often involved in untoward activities. Maoists killed 33 persons across the country after the peace agreement. All three governments formed after the signing of CPA, could not prioritise army management process. The government also could not build infrastructures destroyed during insurgency.
The parties failed to form the commission to ascertain the whereabouts of the missing persons. According to peace pact, it should have been formed 60 days after signing the agreement. The regular activities of Nepal Army have been affected because of the peace process. Parties amended interim constitution for six times but could not work as per the spirit of the peace accord. The agreement with a rebel force shouldn’t last for long. Now that rebel force has become the largest party in the CA which has the representation of 25 political parties. Peace accord has to be reviewed keeping into the political developments that took place after signing the peace accord. Peace accord is the document that helps take the peace process to a positive end. Any kind of agreement and deals are reviewed after a certain period of time and timely changes are made. Today the Comprehensive Peace Agreement also has come to this point that it should be reviewed.
